REQUEST FOR PROPOSALS
INFRASTRUCTURE DEVELOPMENT FOR LHLDC
(DESIGN AND BUILD PROJECT)
1. Background
Lesotho Housing and Land Development Corporation (LHLDC) is a profit making organisation mandated to provide housing to meet the housing needs of the people in Lesotho. The principal business of the Corporation is to build houses for sale, provide rental accommodation and serviced sites for residential and commercial purposes. Therefore, LHLDC intends to enter into a long-term partnership/agreement on infrastructure development on its three (3) prime sites situated within the Maseru Town / District as specified on Table T1 below.
The proposed infrastructure and agreement can be in any form that will benefit both the LHLDC and the Investor.
The LHLDC now invites eligible international and local Firms, Organisations, Corporations, Companies or Contractors to indicate their interest in partnership. Interested Contractors, Companies, or organisations should provide information demonstrating that they have the requisite qualifications and relevant experience to perform the activities that would be required under the partnership.
2.The shortlisting criteria include but not limited to the following:
• Evidence of registration from the firm’s home country
• The firm's core business
• Relevant experience with references
• Technical and managerial capacity – including an organogram or narrative of the firm
• Financial Capacity
• Cost and magnitude of similar assignments undertaken
• Experience in –the SADC Region.
• The available experts with relevant qualifications and experience in similar assignments.
• Duration of how long it will take to complete the projects
And any other information (e.g drawings/specifications) that bidders feel it will make them more competitive. The idea is for bidders to be as innovative as possible.
Interested Firms, Individuals, Organisations, Corporations, Companies Contractors are invited to submit proposals with clear methodology showing how they can partner with the LHLDC such that it achieves Its long-term plans.

4.EVALUATION CRITERIA
• There will be a pre-qualification of proposals submitted
• Only preferred bidders will be called for presentations/interviews
• Further analysis of information will be carried out
• Award will be made to bidders whose proposals meet LHLDC mandate
N:B Dates for interviews will be communicated directly with the preferred bidders

Bidders shall ensure that five (5) envelopes/packages (four (4) copies and one (1)

(5) above and are clearly marked “PROPOSAL FOR DEVELOPMENT OF
LHLDC SITES”
The Corporation reserves the right to accept or reject any tender without giving reasons
thereof and does not bind itself to accept lowest or any tender.

APPLICATIONS ARE INVITED FROM SUITABLY QUALIFIED PERSONS FOR THE POSITION OF:
FACILITIES/ESTATES ADMINISTRATOR
Job Purpose: -
1. Provide strong administrative support to the department.
2. To ensure operational efficiency of the department as the link between the tenants and the maintenance section.
Duties and Responsibilities:-
1. Assists with the day to day operations and tenant relations through the coordination of Tenant requests and administration of maintenance services.
2. Assists with attracting tenants by advertising vacancies and showing units.
3. Drafts and monitors contracts for tenants and service providers
4. Assists in the screening of potential tenants.
5. Facilitates the initial entry and exit processes for tenants.
6. Prepares monthly rent schedules for rent collection.
7. Processes all correspondence for Tenants, contractors and other third parties.
8. Assists with scheduling all office/administrative building needs.
9. Assists in the development and implementation of policies and standard operating procedures for property management.

QUALIFICATIONS
1. A Bachelor’s degree in Property/Facilities Management, Property Studies, or related field. Strong knowledge of property management software will be an added advantage
2. At least two years’ experience in property/facilities management or any related field.
